The University at Buffalo is New York's premier public center for graduate and professional education and the State's largest and most comprehensive public university. As the only public member in New York and New England of the prestigious Association of American Universities, the University at Buffalo stands in the first rank among the nation's research-intensive public universities.
The University was a private institution from 1846 until 1962; during that time, 11 of its 12 professional schools were founded. After merging with the State University of New York in 1962, the already mature University at Buffalo was a direct beneficiary of New York's aggressive investment in public higher education and grew in size and ambition at a remarkable pace. This private-public heritage has endowed the University at Buffalo with a special character.
The professional schools at the University at Buffalo share an unusually research-intensive orientation with their counterpart faculties in the arts and sciences, and together have established an outstanding record of research, scholarship, and creative activity.
Interactions among the University's professional schools and its arts and sciences faculties, especially in cross-disciplinary research centers, give education at the University at Buffalo a particular richness and depth. The University's public mission of outreach to community, state, and nation ties a significant portion of its research and education efforts, particularly in its professional schools, to the needs of society.

There are two organizations which act as fiscal agents for the University.
The Research Foundation of State University of New York (RF). RF is a private, non-profit, educational corporation that must be used to administer projects sponsored by agencies of the Federal, New York State, or foreign governments.
UB Foundation Services, Inc. (UBFS). UBFS is a non-profit corporation organized to promote knowledge and education. Acting under contract with, and as an agent of, the Research Foundation of SUNY, UBFS is the preferred fiscal agent for all projects sponsored by local government agencies and the private sector, (i.e. foundations, corporations, private health organizations, etc.)

All sponsored program proposals require the signature of a person authorized by the fiscal agent to certify that the proposal is an approved submission and that all of the sponsor's grants management requirements will be met in the event an award is made. While referred to by various agencies as Authorized Organizational Representative, the Official Signing for the Applicant Organization, the Administrative Representative Authorized to Conduct Negotiation, etc., that person is the appropriate Grant and Contract Administrator.
Only the Vice President for Research or the Assistant Vice President for Sponsored Programs can sign documents which legally bind the Research Foundation. The Executive Director signs documents that bind UBFS.

The Office of Human Research Protections (OHRP) of the U.S. Department of Health and Human Services has approved UB's application for a Federalwide Assurance for the Protection of Human Research Subjects effective July 22, 2005. The FWA replaces its predecessor, Multiple Project Assurance (M-1270).
